The Domestic Violence Program (“DVP”) exists to serve as the only funding entity in the State with the primary purpose of funding community-based domestic violence crisis centers (programs) to provide 24-hour emergency crisis intervention for victims of domestic violence. Subsequently, the DVP also serves to provide (directly and indirectly) training and technical assistance to programs regarding best practices, DVP rules, etc. In addition, the DVP serves as the State expert on domestic violence and provides training and technical assistance to governmental agencies and collaborates with numerous other entities to ensure the best work possible is being done for victims of domestic violence across the State.

Description of Job

The Office of Children, Youth and Families (OCYF) welcomes your interest in the Director of Domestic Violence Program. This position ensures program administration and is responsible for enforcing standards and monitoring compliance and effectiveness of local programs statewide. The Director supervises the Domestic Violence program and is a liaison to the Office of Children, Youth, and Families around communication strategies for the Domestic Violence Program.

Responsibilities in this position include:

Determine annual strategic plans, policy implementation, and business related plans
Legislative responsibilities including drafting fiscal notes, analyzing policy impacts and responding to general legislative concerns or inquiry
Collaborate with other key state agencies in creating, designing and implementing new initiatives and partnerships to increase services to victims of domestic violence and their families and provide a statewide government response to domestic violence
Determine strategies, processes, training presentations and guidelines that result in the development of valid and reliable publications that can be used to assist State and local agencies, and other entities such as the General Assembly
Serve as a statutorily assigned board member on the Domestic Violence Offender Management Board representing the Department
Policy development, statewide strategy, best practices and statewide and national trends regarding the prevalence of and responses to domestic violence
Oversee annual operating budget and allocates dollars for contractual services
Write grants and implement new programs
Represent the Department on many committees and boards and staff’s interagency and interdisciplinary Committees comprised of state and local stakeholders and policy makers
Serve as subject matter expert for the Department and the state


Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Five years of professional experience in public sector or non-profit program management, which must have included work with domestic violence prevention and intervention strategies


Graduation from an accredited college or university with a Bachelor’s degree in Public Administration, Law, Nursing, Social Work, Psychology, or a field of study closely related to the work assignment

A combination of work experience in family violence prevention programs, which provided the same kind, amount, and level of knowledge acquired in the required education, may be substituted on a year-for-year basis for the bachelor’s degree.

A graduate degree from an accredited college or university in a closely related field may be for the bachelor’s degree and up to two years of general experience, but not experience in specific content areas.  Applicants using this substitution MUST supply unofficial transcripts before the application deadline to the Human Resources office; applications requesting this substitution without transcripts will NOT be considered.

Preferred Qualifications

Graduate degree from an accredited college or university in Public Administration, Law, Nursing, Social Work, Psychology, or related degree
Extensive experience with strategic planning and administering large programs
Broad understanding of and demonstrated expertise in public sector and/or community-based initiatives relating to domestic violence, including regulations, trends and emerging issues
Experience in an advisory or consultative role
Experience leading a team
Experience managing a large program with a multi-million dollar budget
Experience supporting, monitoring, and ensuring compliance with Federal and State contracts, grants and funding streams
Project management and facilitation, including establishing goals and timetables, securing and coordinating resources, monitoring progress, engaging and working with other personnel or teams, measuring results, developing contingencies, and reporting out
Persuasion, negotiation and influencing skills, including the ability to navigate in a complex political environment
Proven experience working collaboratively with internal teams; and national, state, and community partners

Required Competencies:

Outstanding skills and abilities in verbal and written communications; ability to adapt a style to fit audiences of varying technical levels, and at various levels within an organization, in groups and individual settings
Demonstrated ability to establish collaborative partnerships and effective working relationships with a variety of internal and external customers and diverse stakeholders
Ability and motivation to develop creative solutions to complex, interpersonal, process, and systemic challenges

Conditions of Employment

The successful candidate in this position will be willing to submit to and able to successfully pass a criminal background check.
The successful candidate in this position will also possess and maintain a valid Colorado driver’s license and be able to independently travel throughout Colorado using personal transportation or a state vehicle to attend meetings
Former State employees who were disciplinarily terminated or resigned in lieu of termination must disclose the information on the application and provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position.  Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination will disqualify the applicant from future State employment with CDHS.
